Definition:
CE II: Perform engineering work and project and program management involving the most complex, highly visible, or large-scale regulatory and environmental requirements of the department. Work includes various environmental topics with a focus on drinking water and wastewater regulatory compliance.

Principal Duties:
CE II: This is the fully functioning journey-level classification in the engineering series. This position works under general supervision and is expected to complete complex engineering assignments requiring the use of judgment and initiative in developing solutions to problems, interpreting general policies, and determining work assignments. Work at this level is distinguished by greater complexity of the assignments received and by the greater independence with which an incumbent is expected to operate. Responsibilities typically include the technical supervision of engineering, technical, and labor positions within the scope of project management.
Perform and manage major water quality improvement and wastewater treatment projects related to regulatory compliance; coordinate activities with the general public, other City departments, and outside agencies; and manage project and program budgets.
Ensure compliance with drinking water, wastewater and other environmental federal and state regulations and standards, ensuring monitoring, analysis and reporting needs and schedules are met and developing and implementing procedures to manage compliance.
Manage regulatory compliance reporting in coordination with other city work groups, prepare and oversee the preparation of reports necessary for regulatory compliance for management review. Respond to inquiries from regulatory and non-regulatory agencies, the public and other City workgroups.
With the support of the Environmental Affairs Manager, acts as the program or project manager for major regulatory programs for the City, providing oversight and direction of the program or the project, making recommendations and ensuring compliance with regulations.
Provide technical assistance to the operation of the treatment facilities including process analysis and control, special treatment studies to improve water quality or achieve regulatory compliance, resource recovery and energy management studies for overall operational improvements, and training of operations staff as needed to support engineering modifications to facilities or processes.
Maintain current knowledge of federal, state, and local regulations, new treatment processes and monitoring techniques. Track, review and evaluate proposed and promulgated state and federal regulations and prepare analyses for review by management. Interpret existing water quality laws and regulations and communicate requirements to affected City workgroups.
Provide oversight and direction to meet State and Federal regulations. Act as a liaison or City representative to a number of governmental agencies on environmental related issues.
Identify and implement water quality and environmental related research and planning to maintain compliance with existing regulations and policies. Develop and implement plans, projects, procedures, and guidance to prepare for compliance with proposed regulations and policies.
Analyze and evaluate water quality and operational data for regulatory compliance, process improvement, resource recovery, energy management, public health, and customer service.
Support permit renewal and compliance with special permits or regulations such as stormwater, wastewater biosolids, water treatment residuals, air permits, etc.
Coordinate procedures with field personnel and other City departments related to City operations.
Perform supplemental water quality studies and data analysis to improve regulatory compliance, public health and customer service.
Provide technical support and develop public outreach information to increase awareness of drinking water, watershed, and water resource issues.
Serve as project engineer or project manager on major and complex public works and utilities projects including areas such as water and wastewater treatment operations, water distribution, wastewater collection, and storm drainage capital improvement projects as well as development review. Assume responsibility for project quality, scheduling, and project finances. Provide technical expertise for project team.
Perform and supervise the development of process improvement recommendations needed for the construction of public works and utilities projects, as well as process technologies and regulatory-related upgrades. May supervise and direct engineering fieldwork.
Develop and review RFP’s; select and supervise professional consulting engineers for the development of plans, specifications, studies, and reports.
Review plans, specifications, studies, and reports prepared by consulting engineers. Prepare and review studies, reports, and plans and calculate cost estimates for diverse water quality projects.
Perform field inspections on various projects. Resolve complex engineering problems, interpret specifications, and act as expert on pertinent City code and policy.
Check and review computations and specified materials for accuracy and compliance with regulations. Monitor performance and check plans to ensure contractor compliance with City specifications.
Administer and ensure compliance with City standards, codes, and specifications on development projects. Assist in the development and modification of City codes, standards, and specifications.
Prepare periodic project status reports. Provide performance and task analysis required to complete projects.
Review and make recommendations on technical reports and studies. Act as technical resource expert in water quality and engineering matters.
May assist in the preparation of the capital improvement plan and budget and in the preparation of the operating budget. Perform cost management and tracking.
Respond to and resolve citizen complaints and issues regarding water quality and engineering problems. Act as a representative of the City in resolution of issues.
Coordinate and negotiate water quality, process engineering and construction related activities with other City divisions and departments, development schedules, and outside agencies.
Oversee and review survey, mapping, and data collection.
May supervise, train, and evaluate professional and technical subordinates.
Serve as City representative to a variety of City commissions, boards, committees, and neighborhood meetings related to assigned public works and utilities projects.
Prepare various applications for state and federal grants.
Attend professional group meetings; and stay abreast of new trends and innovations in the field of Civil Engineering.
Build alliances, foster effective teamwork and build constructive relationships within and between individuals and other work groups. Coordinate activities with other City departments, divisions, outside agencies, the public and contractors.
Demonstrate behavior that sets a positive example for integrity, fiscal responsibility and professionalism.
Resolve customer issues. Evaluate customer services and make appropriate adjustments.
Sr CE: This is the advanced journey-level classification of the engineering series. Work at this level includes coordination and management of major engineering projects and/or major program elements for the City to meet regulatory requirements. Assignments are general and of a continuing nature, requiring the exercise of independent judgment and initiative in prioritizing, scheduling, assigning, and coordinating the work. Incumbents are also expected to perform the most complex professional engineering work requiring a substantial level of professional training and experience. General direction is provided by a management level position. Provides direct and indirect supervision of professional and technical engineering staff and functions within an engineering section and as a project manager.
Plan, direct, and supervise a major engineering function related to regulatory compliance including recommending planning strategies based on existing and future needs; coordinating activities with the general public, other City departments, and outside agencies; and researching and developing project and program budgets.

Working Environment:
The job is performed primarily in an office environment, but requires field visits and inspections. Field work may require use of personnel protective safety equipment and work near or in areas requiring compliance with special safety procedures. The job entails constant sitting, ability to read and understand detailed documents, blueprints, maps, and other printed materials. Requires the ability to use language and math, reason and solve problems, communicate clearly and concisely with co-workers and the public. Must be able to work under stress, manage multiple tasks concurrently, and handle frequent interruptions. The job also entails frequent light (under 5 lbs.) lifting and carrying, reaching and bending or stooping, twisting, driving, and the use of near and far vision. Work may require occasional moderate (15-40 lbs.) lifting and carrying, pulling, pushing, climbing, crawling and kneeling or squatting. Employees may be exposed to noise, dust, fumes, solvents, slippery or uneven walking surfaces, machinery and moving vehicles, working in and around water. The job requires working alone, as well as working closely with others.
Qualifications:
CE II: Any combination of education and experience equivalent to a bachelor’s degree from an accredited college or university with major course work in Civil and Environmental Engineering or a related field and four or more years of experience performing engineering work.
Special Qualifications: Registration as a Professional Engineer in the State of Colorado is required. A master’s degree or two or more years of approved additional experience may be substituted for the Professional Engineer Certification. Possession of a valid Colorado Driver's License.
Preferred Qualifications: Experience supporting biological wastewater treatment processes, including activated sludge and biological nutrient removal (BNR/ENR) systems preferred. Familiarity with sludge/biosolids treatment and handling practices and related regulatory requirements preferred. Ability to collect, organize, and interpret wastewater operational and laboratory data to support compliance and process improvement is preferred. Familiarity with wastewater treatment process modeling software (e.g., BioWin, SUMO, GPS-X or similar) with the ability to apply model results under guidance to support operational evaluations and design recommendations is preferred.
SR CE: Any combination of education and experience equivalent to a Bachelor’s Degree from an accredited college or university with major course work in Civil and Environmental Engineering or a related field and a minimum of seven years of experience performing related engineering work.
Special Qualifications: Registration as a Professional Engineer in the State of Colorado is required. A Ph.D. in a related technical field of study may be substituted for the Professional Engineer Certification. Possession of a valid Colorado Driver's License.
Preferred Qualifications: Demonstrated experience with biological wastewater treatment processes, including activated sludge and biological nutrient removal (BNR/ENR) systems is preferred. Ability to evaluate and optimize sludge/biosolids treatment and handling practices in compliance with regulatory requirements preferred. Proven ability to analyze and interpret wastewater operational data to support regulatory compliance and process optimization preferred. Experience developing, calibrating, or applying wastewater treatment process models (e.g., BioWin, SUMO, GPS-X or comparable tools) to inform operational strategies and design decisions is also preferred.
